The move follows a series of recent incidents involving the slaughter of pigs in Ha Tinh and Quang Tri provinces, and alleged violations at a major retail chain in Soc Trang province in the south. The document calls for rectifying the management of slaughtering processes to guarantee food safety.

The directive highlights that in late May and early June, two serious incidents were uncovered. On May 30, Ha Tinh authorities seized a truck transporting 180 dead and diseased pigs intended for consumption. On June 3, another truck carrying multiple dead pigs was discovered in Quang Tri en route to a slaughterhouse. Additionally, a social media post by the account Jonny Lieu (with 29,000 followers) alleged serious violations by the leadership of a foreign-invested livestock company. This case is currently under investigation by the Ministry of Public Security at the request of the MoAE.

In response to these incidents, Deputy Minister of Agriculture and Environment Phung Duc Tien signed a document requesting people’s committees to take decisive measures to strengthen the management of slaughtering activities.

The ministry has called for increased spot inspections of slaughterhouses. Facilities found violating regulations, such as slaughtering pigs that died from disease or operating without veterinary supervision, must face strict penalties. Unlicensed facilities, those failing to meet veterinary hygiene and food safety standards, or those using prohibited chemicals or additives, must be suspended.

Localities have been instructed to direct local departments of agriculture and environment to strictly implement slaughter control procedures which regulate slaughter control and veterinary hygiene inspections. This will ensure clear inspections and supervision from animal intake to slaughter, processing, and distribution.

Additionally, there is a need to establish and implement close coordination mechanisms between local authorities and interdisciplinary forces, including veterinary services, health authorities, police, and market management agencies, to enhance the detection and handling of violations.

The ministry also instructed cities and provinces to promote awareness campaigns, encouraging organisations and individuals involved in trading, slaughtering, and processing to comply with legal regulations.

Local localities have been urged to prioritise the development of centralised slaughtering facilities that meet veterinary hygiene, disease safety, and food safety standards. Additionally, proactive food safety monitoring for animal-derived products should be implemented.
